Welsh fintech de Novo Solutions selected to deliver Cardiff Council’s Oracle Cloud transformation

Welsh fintech and digital transformation firm de Novo Solutions has been selected to support Cardiff Council’s major digital transformation programme, delivering a new Oracle Cloud platform while also helping expand STEM opportunities for young people across the city.

The programme will replace Cardiff Council’s long-standing legacy systems with an integrated Oracle Cloud platform covering HR, Payroll, Procurement and Finance.

The transformation will support more than 15,000 employees and over 700 frontline services, helping to modernise the back-office functions that underpin public service delivery across Wales’ largest local authority.

The project supports Cardiff Council’s ambition to modernise and integrate public services, improve its digital offering, make better use of data and provide employees and managers with more intuitive self-service tools and easier access to HR, Payroll and Finance processes.

Supporting Cardiff Council’s digital transformation

Delivery will utilise de Novo Solutions’ Odyssea® decision-led implementation methodology, supported by OLGA, the company’s local government template of pre-configured Oracle processes and accelerators.

OLGA has been developed through de Novo Solutions’ previous implementations with Kent and Swansea Councils.

The programme will be delivered through a structured governance model involving Cardiff Council, Oracle and Civiteq, with phased design, build, testing, migration, cutover and hypercare activities intended to support a safe transition to the new platform.

Expanding access to STEM learning

Alongside the technology transformation, de Novo Solutions and Oracle will partner with TeenTech throughout the programme to deliver five major Youth STEM Innovation Events and year-round STEM engagement for up to 2,500 children aged between eight and 18.

The initiative will prioritise disadvantaged learners and support teachers, while contributing to Cardiff’s ambitions around digital inclusion, skills development, community wellbeing and sustainable economic growth.

de Novo Solutions was ranked in the Sunday Times 100 Fastest Growing UK Companies in 2025 and 2026.
